Why Every Scarce Good Needs a Distribution Method

Whenever something is scarce, it gets distributed somehow. This is not optional. If ten people want six seats, six people will end up sitting, and there is some process, deliberate or accidental, that determined which six.
That process is a distribution method. The crucial insight in this benchmark is the phrase "whether the method is selected explicitly or not." Societies often think they can avoid the uncomfortable business of deciding who gets what. They cannot. They can only decide whether to decide on purpose.
When nobody chooses a method deliberately, one emerges anyway, and it is usually one of the least attractive: whoever is physically fastest, whoever is strongest, or whoever happened to be standing nearby. Refusing to design a system does not produce fairness. It produces a default.
The common methods are worth knowing by name. Price rations by willingness and ability to pay. Command puts an authority in charge. Lottery uses chance. First-come, first-served rewards speed and availability. Personal characteristics uses traits like need or seniority. And equal shares divides evenly.
Why it matters
Once you can identify the method, you can ask the real question: is this the right method for this particular good? Society answers differently depending on what is being distributed, and those differences reveal what people actually value.
Notice that we distribute concert tickets by price without much objection, but we get uncomfortable distributing organ transplants that way. That discomfort is a value judgment showing up as an allocation rule. Nearly every heated public argument about fairness is, underneath, a disagreement about which distribution method a particular good deserves.
Real-world example
When a genuinely new cancer treatment is first approved, manufacturing capacity is limited and demand far exceeds supply. Hospitals and health systems do not simply sell to the highest bidder. They typically combine methods: clinical criteria about which patients are likely to benefit, which is personal characteristics; waiting lists, which is first-come; and sometimes randomization within a group of equally eligible patients, which is a lottery. Price still operates through insurance coverage. Several methods stack on one scarce good.

- Build an analysis table with these columns: Good or Service, Method Actually Used, Who Gets Left Out, Why This Method Might Be Chosen, Weakness of This Method.
- Fill in a row for each of these five:
- Parking spaces in a crowded downtown
- Access to a brand-new cancer drug in short supply
- Seats on a city bus
- Milk in a grocery store
- Tickets to a popular limited-time art exhibit
- For each, do not guess. Investigate. Look at how parking near you actually works, whether metered, permitted, or free. Ask whether your local transit has priority seating rules.
- Notice where multiple methods stack. Bus seats are usually first-come, but priority seating for elderly and disabled riders layers personal characteristics on top. Write down every stacked case you find.
- Now the central argument. Pick the one good on your list where you most disagree with the method society uses. Write a paragraph proposing a different method and honestly stating what would get worse under your proposal.
- Answer the framing question in writing: why is a distribution method necessary at all? Then answer the harder version: what happens if a group deliberately refuses to choose one?
- Test step 6 empirically. Have your teacher place a small number of desirable items on a table with no instructions whatsoever. Observe what method emerges. Discuss.
Teacher note
Step 7 is the whole lesson in ninety seconds and is worth the disruption. With no rule announced, students will produce first-come or a mild form of force, and then you can point out that a method appeared without anyone selecting one. Use small stakes, such as stickers or pencils. Two misconceptions to target: first, that price is a uniquely unfair method, when in fact every method excludes someone, and the productive question is who each method excludes; second, that milk is not rationed because it seems abundant, when it is in fact allocated by price and would be visibly rationed in a supply disruption. Step 5 is where the real reasoning happens, because requiring students to name the downside of their own preferred reform prevents shallow answers. A student has it when they can explain why refusing to choose a method is itself a choice.
